Message from the CEO:

Tempest Storm Rentals (TSR) grew out of a demand from the electric utility industry and their contractors who were continually challenged by the need for equipment and tools for massive restoration projects.  When natural disasters destroy the electric grid and interrupt normal life for millions of people, energy companies apply every resource to return their customers’ lives back to normal.

Recognizing that scarcity of resources can affect the timing of restoration, TSR provides needed equipment and tools to expand their ability to respond.  As your partner for equipment and tools, TSR supports our infrastructure clients and the people they serve to build a more resilient grid and restore customer services quickly.

Stephanie P. Cain

Chief Executive Officer

Stephanie Cain has over 30 years of experience in the electrical industry and during that time has worked as a manufacturer’s representative of electrical products and as the CEO of an electrical utility contractor.  In addition, she has a Bachelor of Science degree in marketing from the University of New Orleans and an Associate degree in Business Administration from Delgado Community College. Stephanie brings exceptional knowledge to the challenges of restoration, and the equipment/tools needed for immediate response.

William F. Cain

President

Bill Cain has an extensive background in the utility industry dating back to the early 1990’s. Currently President and CEO of Tempest Energy, the storm restoration company he founded in 2018, his experience includes positions as Electrical Apprentice, Field Foreman, Project Manager, CFO and CEO. Bill brings strategic insight into the needs of TSR customers and partners.

Joe Boggs

Director of Fleet Operations

Joe started his professional career after graduating from Universal Technical Institute in 2002 with a degree in automotive engineering. Joe followed his childhood passion and went on to become a certified diagnostic BMW technician. In 2013 Joe was offered a contractual job as Fleet maintenance Manager of airport Operations in Washington, DC. In 2015 when the contract expired Joe went on to work in the utility sector managing multiple repairs, maintenance, and fabrication facilities for a large underground utility contractor across the U.S. Joe has extensive D.O.T, FMCSA, budget, and preventive maintenance oversite. His broad range of experience from sports cars to freightliners has enabled him to work in diverse settings. Joe’s drive and will to succeed has led him to Director of Fleet and Warehouse operations here at TSR.
